As a leading community impact organization, United Way knows that real and sustained change in community conditions requires more than money. United Way engages decision-makers and policy leaders at the local, state and national levels to help address the most important community needs.

For the millions of Americans needing help every day – from locating financial assistance during a family crisis, to finding adequate care for an aging parent, to searching for the highest-quality child care – 2-1-1 is an easy-to-remember number connecting them quickly to essential community resources.

Education

At United Way, our goal is to advance the common good through the promotion of quality education, stable income, and good health for everyone. In education this means helping children and youth achieve their potential through participation in the best early childhood education programs available. Early childhood education is one of the United Way system’s top priorities, and United Way of America strongly urges federal support for comprehensive, effective programs to address this vital issue. As Congress and the President make reauthorization and appropriations decisions on early childhood education programs, United Way of America recommends adherence to the following principles: 1) High quality inputs and performance standards; and 2) Broad accessibility and availability.

Emergency Food and Shelter Program

The Emergency Food and Shelter Program (EFSP) is a federal initiative that meets the needs of the nation’s hungry and homeless, along with those at risk of becoming homeless due to emergency and/or economic downturn. Federal funds are used to supplement the work of local agencies providing food, shelter, and utility assistance. EFSP is governed by a National Board comprising representatives from six agencies designated by Congress, and is chaired by a representative of the Federal Emergency Management Agency (FEMA). The members of the EFSP National Board are:

- Federal Emergency Management Agency, Chair
- American Red Cross
- Catholic Charities USA
- National Council of Churches of Christ in the USA
- The Salvation Army
- United Jewish Communities
- United Way of America, Secretariat and Fiscal Agent

State Children's Health Insurance Program (SCHIP)

Improving health outcomes for all Americans is a key aspect of United Way’s goal of advancing the common good. With rising health costs, declining employer-based health coverage and increasing numbers of uninsured persons, it is imperative that we develop strategies to address the problems in our health care system. The State Children’s Health Insurance Program (SCHIP) is a valuable weapon in the fight to address one of the problems we face — providing health insurance coverage for the millions of uninsured children in this country.
